You'd think a blockbuster title like Call of Duty: Modern Warfare 2 would have a insanely massive budget. We learned from Infinity Ward's Robert Bowling that this wasn't the case. In fact, Infinity Ward declined the ginormous budget Activision proposed for the game and managed to stay frugal.
Develop grabbed an interview with Mr. Bowling, who provided insight on the topic. "Early on – when we decided to make a sequel – Activision estimated out a ridiculous budget. And we were like: 'No, we don’t need that'," he said.
Bowling didn't go into details on just how much Activision was willing to spend in order to ensure the success of one of its franchise titles, but it was clear that they would go to great lengths. He also noted that Infinity Ward tends to stick to a "pretty tight" budget.
One might question why the developer would turn down the money. Bowling reveals the reason to this as well, commenting, "Much like we don’t let ourselves get distracted by hype, if you have excess you feel like you should use excess...we said 'let us design a game the way we’d always design a game. And let us focus on that.' So we didn’t let the budget affect our mentality. We would only put stuff in the game that is right for the game, and not because we can."
Obviously Infinity Ward is more concerned about the quality of their games rather pumping as much as they can into the games, which should be a breath of fresh air to gamers.

what a load of muck, this game has been the biggest let down of 2009, i think you only thought about the people that are good at this game & not the rest of you fan base, you lot have ****** up big time in many areas of this game, i think if i was an infinity ward employee i would be so ashamed to have released this pile of s***
